The Animal and Plant Health Inspection Agency (APHIA) was restructured and established from its predecessor, the Bureau of Animal and Plant Health Inspection and Quarantine (BAPHIQ), starting on August 1, 2023.APHIA consists of four branches which are the Keelung, Taoyuan, Taichung and Kaohsiung branches. All four branches are jointly responsible for all affairs relevant to plant and animal inspection and quarantine in Taiwan.
APHIA has the following divisions: Planning, Animal Health Inspection, Animal Quarantine, Plant Protection, Plant Quarantine and Meat Inspection Divisions. All divisions work closely together to safeguard and ensure the quality and sanitation of all agricultural products entering Taiwan. In addition, the agency is responsible for quarantine services and prevention and control of important animal and plant diseases and pests. These measures promote the development of Taiwan’s agriculture, protect natural resources, and safeguard the health of our people.
Keelung Branch Office comprises four sections, three offices and five inspection stations. This office is responsible for inspection and quarantine of imported and exported plants, animals, and their products transported by sea freight, passengers, international postal parcels as well as supervision of meat inspection within the jurisdiction.

The jurisdiction of Keelung Branch includes Taipei City, New Taipei City, Keelung City, Ilan County, Hualien County, and Lienjiang County. The Keelung Harbor with 57 coast wharves is the major port in the northern Taiwan for imported and exported of animal and plant products. Due to the limited space of Keelung Harbor, the container terminals and chill/freezer warehouses are located in the Anle, Cidu, Jhongjheng, and Jhongshan Districts of Keelung City, as well as Rueifang District and Xizhi District of New Taipei City. Totally, there are sixteen container terminals within the jurisdiction. The major imported animal product is meat, followed by animal feed and haslet. The major exported animal product is manufactured wool, followed by feather products. The major imported plant products are fruits and vegetables, followed by grains and seeds. The major exported plant products are seedlings.
